I used chinagrass instead of gelatin being pure vegetarian but I found it difficult to set the dish….can I use some other substitute ?

Hi there. I tried making panna cotta, but every time I combine my gelatin mixture with my heavy cream, it instantly becomes jelly. What do I do? Was it because my heavy cream is a bit chilled? Help! :)
