Too be honest I think Gordon is trolling us. I could swear I've seen him make cheaper meals by accident on his channel. He did fried chicken once. This meal isn't trying to account for price in anyway. No strings are pulled to account for a budget. Not a single cheaper alternative is used when it can easily be used.
Okay, hands down, this meal would definately cost more than 5 euros. The meat alone looks like its more expensive than your avarge minced meat with the same weight. I dont count the common things he uses like salt and pepper, everyone has that somewhere. But then he starts using more and more fine things that already count as a bit pricy for the avarge person.
The mistake he makes is that he uses meat in the first place, not that its wrong to use meat, and meat can even be part of a budget dish, but not those expensive types of meat like lamb, fish, etc. And he realy looses himself in decorating his dishes and adding steps and things that may make the meal more exciting, but also quite ab it more expensive. Also.. meat is the main part of his dishes, wich should never be the case in budget meals. The thing that should make up the main part (over 50% in volume) of the dish is either wheat/Corn (things like noodles, rice, bread,) and/or vegetables. This is very important since meat is quite expensive, and very cheap noodles (not instant noodles, they are just toxic waste in a plastic bag) are I think much better than very cheap meat from questionable sources. Also, budget meals keep it simple, using as few components as possible. The aim is to create an edible, maybe even delicious meal from very cheap ingredients. Take plov for example, the main part of the dish is rice, it doesnt get that fancy with spices and ingredients (garlic, realy any kind and cut of meat, onion, carrots, water, salt and cooking oil). While being not the easiest to make, its a good cheap dish that will fill your stomach and taste wonderfull if prepared correctly.

I can't ever watch a full Gordon Ramsay cook show because he always uses some disgusting ass ingredient that ruins it all.
